Purchasing & Supply Chain Manager, Singapore Hub

Purpose

To provide the required leadership, direction and management for the purchasing and supply planning function, excluding Warehouse and Servicing Operations, to deliver against annually agreed goals and objectives for the Singapore hub.

The immediate challenge is to maintain a coherent and standardized supply network, which is both flexible and scalable to meet the company’s growth ambitions. There is a strong drive towards supply chain excellence through continuous improvement initiatives and developing best practices.

This is an exciting opportunity for the incumbent to be exposed to various business functions, learning more about the end-to-end supply chain and to make an impact to the business.

Interrelations

The position reports on a functional basis to the Regional Purchasing & Supply Chain Director and on a daily basis to the MD of Southeast Asia, to ensure full delivery of the related goals on the Singapore & Southeast Asia P&L.

Close cooperation with the APAC Purchasing & Supply Chain teams, Global Commodity Managers, OEM Teams, Customer Service, QHSE, Service operations teams is required to ensure total alignment and delivery of the best performance possible

Formal authorities

Instigate, drive, measure and report on processes and initiatives as required in support of the global targets and the Regional P&L (focusing on Singapore & SE.Asia).

 

Main responsibilities:

Procurement & Category Management

To effectively and efficiently manage the local spend and support the Regional P&SC Director in the implementation and delivery of Survitec’s global functional strategy, initiatives and budgeted targets for both Direct and Indirect Spend.

To ensure delivery in full and on time of all cost saving targets set for the hub/site.

To ensure that standard format contracts / agreements are in place for all critical suppliers, materials and components with all necessary clauses including settlement terms at a minimum of 60 days in support of the Group DPO targets

To measure, monitor and report on performance monthly, using the templates provided, both accurately and on a timely basis.

Work with the Global / Regional Quality teams to deliver an effective Supplier Measurement and Management Programme to include scorecards and where necessary conduct Quarterly Business Reviews.

To work with the Global Commodity Manager for Freight to support the identification and use of the best global and local service providers for inbound and outbound freight and to ensure compliance to all group directives.

 

Supply Chain Management

Together with the Regional P&SC Director and Global SC Manager as part of a team to agree the CPO and regional PPO requirements. That team will include the CPT, Inventory Planning & Management, Sales and Service Operations. This team will also be responsible for the Product Lifecycle Process.

To ensure that all purchase orders are placed accurately and on a timely basis with the right delivery schedules to support the regional inventory planning process and product availability leading to customer satisfaction

To manage the regional and local inventory management and planning teams and processes to ensure delivery of best in class performance against several key metrics including Stock Turns, Total Value, Product Availability, Stock Outs, Aged Inventory Profile, Slow Moving and Obsolescence in support of the Group Working Capital targets

To create best in class, standardised and common processes & procedures for each of the functions, ensure functional alignment globally and to drive continuous improvement

To work with the other regional and local teams to ensure full alignment and provide the necessary support to each to allow them to be successful in the delivery of their function and goals

 
Stewardship & Leadership

Development of the Singapore hub KPI measurement reports and timely reporting to Regional management team.

Lead the continuous improvement process to drive supply chain excellence in the hub.

Responsible to ensure that practices at all times comply with the regulatory approvals, permits and certification for all products and services within the defined quality, labour conditions, health, safety & environmental systems, procedures and business practices of the organization

Work Location

The role will be mainly based in our Singapore office at 25 Senoko South Road. Minimal travel required/expected 10%

Accountabilities

Delivery of all budgeted targets and all KPIs contributing to the successful delivery of the Global goals and the Regional P&L (focusing on Singapore & SE.Asia)

Job Requirements:

Bachelors’ degree or a professional certification from APICS or CIPS. Candidates with a diploma/technical college education with more than 8 years of experience are welcome to apply.

Minimum of 5 years’ relevant experience in Procurement, Supply Chain planning, with a broad overview on supply chain management.

Demonstrate strong understanding of supply chain and/or sourcing, negotiation and purchasing techniques

Proven ability to manage different ways of working and managing complexity.

Good understanding of Continuous Improvement principles and practices and how to develop and manage highly effective teams

Good interpersonal skills and demonstrated ability to get buy-in across multiple stakeholders in a functional matrix organization.

Good written and oral skills in English.

Additional preferences

Good understanding of best practice in terms of global freight, transportation and logistics

Proficiency in one of the following enterprise resource planning (ERP) software, such as SAP, Oracle Netsuite, Sage or IFS.

Knowledge in managing Dangerous Goods (DG) logistics (IATA DGR and/or IMDG) would be highly desirable.

Knowledge in continuous improvement methodology and tools.

Experience in data analytics or use of Business Intelligence (BI) tools, such as PowerBI, Qlik, Tableau.

Experience in Survitec related markets and business sector.

Understanding of one or more East Asian languages (oral & written) desirable – Chinese, Japanese, Korean
